In the USA you can abandon your baby in a box. You don’t have to give your name or number. You don’t have to give a reason. There is no charge.

Here’s the procedure for dropping off a pet at a local shelter. Taken from a website.
1. Call us at xxxxxx. We’ll discuss options and some ideas you may not have considered.
2. Fill out a “pet’s personality profile form”
3. Send the form in. We’ll contact you for an appointment. You must be there with your animal.
4. Your pet will be examined. Some will not be accepted depending on the results of the exam.
5. We’ll ask you for a fee of $80 for each animal.

An alien from another planet would look at this and conclude that all Earthlings are insane, and also stupid, because they cannot see the deep contradiction between these two situations.

I don’t care about NO RULES the babies are adopted and not killed!! You can also drop them at any fire station or police station NO Questions or investigations!!!

That is because it is hard to find people who will take discarded pets as they have little to no value.

Finding people to take Human Babies is easy and they will even pay for the privilege. Because Human Babies have intrinsic worth.

I would say a species advanced enough to fly in space would probably understand this easily.

I am all in favor of making it as easy as possible for mothers to safely abandon babies that they do not want. There are long lists of loving prospective parents who would gladly take full and lifelong responsibility for any babies that are not wanted by their birth parents.

I still get a laugh thinking about when they first implemented these programs. Some states didn’t have an “upper age limit” on the “babies,” and some parents were dropping off teenagers.

That might be a "no kill" shelter, which would have expenses housing an animal until it can attract a "forever home." If you take an animal to a random "pound" because it's free, you may be signing the critter's death warrant if no one adopts it quickly.
