As a general rule if you did not keep in contact with the chick you were banging enough to know that this baby might be yours and show up to claim it that is on you.

I wouldn’t say they need the father’s permission, since anyone dropping off a baby probably doesn’t have the character to be a parent and I wouldn’t want to stop her from getting herself out of the picture quickly. But IDENTIFYING the father, that’s what should be required so that the father can apply with some priority to other applicants. Or make a DNA collection site at police stations where men who think they MIGHT be fathers can leave DNA to match future dropoffs.
Termination of the mother's parental rights does not terminate the father's parental rights. In most of these cases, the father is either unknown or has no interest in raising the child.
