DEPARTMENT OF THE GULF, NEW-ORLEANS, Saturday, Nov. 16, 1862.

Your elaborate leader, containing a most thorough epitome of Gen. BUTLER's administration of his military department, was published here by the local papers, and read by the citizens with lively pleasure. It was a proper compliment and an evidence of just appreciation of the mental labor and herculean industry of Gen. BUTLER. There cannot be a doubt but that when the history or this rebellion is written, the taking of New-Orleans and its subsequent history under Gen. BOTLER's military and civil administration will prose one of the most remarkable and most brilliant episodes.

The news from the local seat of war, the Lafourche country, is, that the tradesmen and small property solders are returning to Thibadaux and the surrounding neighborhoods, all anxious that the National Government will be sustained and that they can some forward and take the oath of allegiance, and again begin life and the former prosperity under the old flag. The planters, with few exceptions, have abandoned their homes, and have gone into the pleasant regions of "secessia," leaving their property and "chattels" behind -- the first to be confiscated and sold for the benefit of loyal creditors, the latter "real estate" to take the legs of the morning and run away. The history of the past few days can best be liven by a simple recapitulation of the several "orders" which have been issued by the active Commanding-General of the Department.

THE GOVERNMENT OF THE COUNTRY RECENTLY RECOVERED.

The first one relates to the future governnment of the recently possessed country of the Lafourche: the wisdom of the measures proposed must meet with the cordial indorsement of all citizens who desire to "crash" out this rebellion.
