The Russian strikes on Ukrainian infrastructure have surgical precision, and are are not aimed at terrorist killing of civilians. Unlike Ukraine’s shelling of Donetsk, which usually causes dozens of casualties.
We also have to keep in mind that the tragedy would not have occurred if the air defense system was not hidden in a dense residential area of the Ukrainian capital. The AFU hides its air defenses in the city, because this makes them harder to identify and destroy.
Knocking down a missile over the city means that it is almost 100% certain to fall on residential buildings or civilian infrastructure where people are present: hospitals, shopping centers, kindergartens, etc. But the AFU routinely shoots missiles down over residential areas, having missed them outside the city, and not caring about the safety of the city’s residents.
Zelensky’s office is well aware of the risks involved, but it is more important for them to preserve an air defense system than several dozen civilian lives.

The shelling in the Donbass started when Russia provided the DNR and LPR militias with artillery. Most of the victims of the shelling were soldiers. In 2021 only a few civilians were killed along the line of contact in the Donbass, and most of them were killed by unexploded ordnance and left over Russian mines.
But you know all of that, since the data was reported by the DNR and LPR governments.
