The police are not there to protect you. The Supreme Court has ruled that way a couple of times.
The police are there to apprehend perpetrators. Their weapon is only for their personal protection. They are not required to place themselves in danger on anyone else's behalf.

Wasn't there a commercial ditty with a line like that? However, we have a septic system so perhaps not the best idea However, we do have some saltwater frontage.

The police are scared to do anything about real crime, they might get hurt. So they pick on people they know will not fight back.
When they call out four cars and eight officers over a guy watering his neighbor's flowers you know that either they do not have enough to do or they actually do not want to do anything.

An old man’s advice.
When in danger NEVER use your cell phone. Tonight after dark stand in front of a mirror and hold your cell up to your face. Is that really what you want the bad guy to see? A perfect target.
Talking with your face lighted up tells the bad guy exactly where you are. Be very still, very quiet and wait your chance. And YOU NEED BOTH HANDS!!
You need to have your attention fixed on the danger, not distracted trying to talk to some low intelligence phone bank employee.
After it is all over, call 911 and them to come and pick up the body. But not before you are certain he came by himself. Always be wary about the possibility of a backup partner.

There is a little-known regulation on the books in Nassau County that states that if you call 911, witness an incident that involves the police, or even just a third party to where a police action happens; you must notify the NCPD Pistol License Section within three days. Failure to do so could lead to the revocation or suspension of a person’s pistol permit. Outrageous abuse of rights.
