The biggest school reform would be to copy Arizona’s plan, the State of Arizona spends approximately $7000/year/per student, that money follows the student.
A parent can elect for their child to attend any public, private, religious or home schooling they desire, and a $7000 voucher will be issued to that parent for the child.

Judges impose existing law only. If a law is nebulous to the point that different rulings can be shopped then that law should be tried first.
