SPECIAL DISPATCH FROM WASHINGTON.

WASHINGTON, Monday, Nov. 17.

Inasmuch ae the news has reached the public from Richmond, we suppose there can be no objection to the loyal population of the North knowing from this point that the Army of the Potomac is to be provided with a new "base" in its approach to Richmond. All its corps. are now, and have been for two days, on the march down the valley of the Rappahannock toward Fredericksburgh, from which place it is proposed now to conduct that pilgrimage toward the Jerusalem of our crusade, which our embattled hosts have so long pursued by other and devious and retrograde ways.

That Fredericksburgh -- accessible as it is to supplies by water, and furnishing, as it does, a shorter and better road to Richmond than any other port -- possesses unusual advantages as a base of operations against Richmond, is so apparent that we are compelled to wonder why it was not originally chosen.

THE CHANGE KNOWN IN RICHMOND.

To stop the leaks of intelligence in the Administrative vessel seems a hopeless task. Not a day passes out some important secret of the Government, guarded with savage jealousy against inquisitive loyalty, comes to us from Richmond or its agents. The latest was the news of the proposed change of base in the operations of the Army of the Potomac. It was fully determined upon on Thursday night after the visit of Gen. HALLECK to the headquarters of Gen. BURNSIDE and on Saturday night we learned, via Baltimore, of the quaking apprehension which this decision had inspired in the minds of the citizens of Richmond! This was twelve hours before the army had struck its tents and commenced its new movement.
