He said the exact same thing in 2015. It’s just wishful thinking. He spent his 2 years as Speaker under Trump trying to block everything Trump wanted to do to improve the country.
In 2016 both fake wings of the Uniparty just assumed Trump would lose and they were happy to have Hillary so they sat back and watched. They were stunned when Trump won.
In 2020 they showed that they would do anything ... anything ... to make sure Trump didn't win again. "both" sides were in on it, as was the judiciary.
In 2024 they may go even further.

That enraged me to no end. I’ve been voting since 1980 and never in my life have I ever seen the speaker of ANY party fight against his own parties POTUS nominee like this piece of rat puss did and then later on like you said once he took office. Ryan really wanted Hillary to win.
Worse, when Paul Ryan realized that he (Ryan) could not block Trump's agenda and message to the American people from inside the House, HE (Ryan) persuaded some 33 “senior republican” sitting representatives to quit (er, retire) BEFORE the 2018 elections to enable Nancy Pelosi to take the House and begin her impeachment and investigation persecutions of Trump!
