He said the exact same thing in 2015. It's just wishful thinking. He spent his 2 years as Speaker under Trump trying to block everything Trump wanted to do to improve the country.

Worse, when Paul Ryan realized that he (Ryan) could not block Trump's agenda and message to the American people from inside the House, HE (Ryan) persuaded some 33 “senior republican” sitting representatives to quit (er, retire) BEFORE the 2018 elections to enable Nancy Pelosi to take the House and begin her impeachment and investigation persecutions of Trump!
