The Navy is the only Constitutionally authorized standing US military. The rest( Army USAF) have to be periodically re-authorized by acts of Congress.
Full disclosure most all my family both close and extended were Navy or Marines.
We have two Black sheep, me, USAF and a nephew, USA.

11 proud years Navy (75-86). One more year and I could have changed my crow and service stripes from red to gold as an E6. Would have done at least 20, but saw the way it was heading. Plus, got a great shore gig opportunity.
