Note that this school is a “special education center”. It is not unusual to find high school students at such schools performing at a very low academic level. It is often the most they are capable of.
Now here’s what I find interesting. This kid said that he has “urges”. That is not a word such a kid would have used. Somebody has been coaching him.

I had urges too at that age but most of my teachers were old ladies who looked like they wrestled dinosaurs in their youth.
