Ogden above, taxes that Congress cannot reasonably justify under its constitutional Article I, Section 8-limited powers.
In other words, the feds are exploiting Portland constitutionally low-information voters, including low-information city government leaders, the corrupt feds unsurprisingly trying to buy Portland's votes in a pivotal election year with unconstitutional, unaccountable money that they stole from Portland.
