How is the City ever going to enforce this? They don’t have the money, bureaucracy, or legal power to do this.
I could see the FEDS trying to do this. They have the statist/fascist power to force more compliance. But not a city.

“Healthy Residential Rentals for All” legislation...Okay, but that is how the feds took control of the hospital systems - those had to be licensed in order to receive federal funds. Then when they receive federal funds, the systems have to comply to avoid losing their licenses and funding. That means lockstep compliance with horrible CDC requirements etc.
"Healthy" rentals is a clue - maybe next time they will make vaccinations/masks requirements to maintain licensing and without a license, you're out of business because your property is a health risk.

Not only is it a new tax, it's a grift for the inspectors. “Pay me a bribe or you'll never get you license approved.” And of course the unintended consequence will be that the poorest residents will be priced out of their apartments when the licensing fees, bribes to inspectors, and cost of repairs gets passed on to the tenants.
