One story out quoting a US official is that heavily sanctioned Russia is getting its ammunition from North Korea a nation even heavily sanctioned.
They want to say Russia is so badly sanctioned it needs to use North Korea to replenish ammo stocks.
Makes no sense other than the fact that North Korea is a nation of lower reputation than Russia and the propaganda wants the bad reputation of North Korea to wash off on Russia.
It is unlikely that Mr. Herling is that stupid. What does he think such statements are going to do to his reputation?
TLDR, Hertling watched the Russian and Ukrainian armies over a forty year period. During that time Russian army was losing what edge it had, while the Ukrainian army eventually turned itself around.

In the age of freely available modern cell phones, cameras and drones it’s amazing how little heavily edited video comes out of that war. I never see more than 30 second clips which one knows is exactly what someone wants you to see.
