The article is based on an Institute for the Study of War analysis that focuses on Ukrainian success in using HIMARS to destroy bridges essential to the supply of Russian forces in Kherson and in small unit and special forces attacks to degrade the security environment in Kherson. Russia’s postponement of the scheduled referendum there is seen as a clear indication of Ukrainian success. Local surrender is projected as a possible consequence if Russia is unable to properly supply and defend its forces in the Kherson region.
