The F-104 Starfighter did it first. IIRC the first fighter with a thrust to weight ratio greater then one. Made by Lockheed.

Sort of ... technically. I checked, because that didn't seem right to me. According to Wiki (hahahaha) dry weight is 14000lb, and afterburning thrust is 15600 lb. When the F15 was new, much was made of it being the first fighter with thrust/weight greater than 1.
