Oct. 20, 2010 -- When you're President of the United States, you can lose a vote, you can lose popular support, and you can lose a round of golf. But you're never, ever supposed to lose the biscuit.
That's what they call the card the president is meant to keep close at hand, bearing the codes that he has to have in order to launch a nuclear attack. And for several months during the Clinton administration, a former top military officer says they lost the biscuit.

Gen. Hugh Shelton, who served under Clinton as Chairman of the Joint Chiefs of Staff, tells the story in his just-published memoir, "Without Hesitation: The Odyssey of an American Warrior."
"At one point during the Clinton administration," Shelton writes, "the codes were actually missing for months. [...] That's a big deal -- a gargantuan deal."
Shelton claims the story has never been released before, but Ret. Air Force Lt. Col Robert Patterson told a very similar account in his own book, published seven years ago.
Patterson was one of the men who carried the football, and he says it was literally the morning after the Monica Lewinsky scandal broke that he made a routine request of the president to present the card so that he could swap it out for an updated version.
"He thought he just placed them upstairs," Patterson recalled. "We called upstairs, we started a search around the White House for the codes, and he finally confessed that he in fact misplaced them. He couldn't recall when he had last seen them."

Do they still use nuclear code "cards" these days?
I remember awhile ago that I had a fob for two-factor authorization where the six digit code changed every 45 seconds.
Wouldn't something like the nuclear codes now be a real-time randomized system of codes? If so, what difference does it make whether a paper document has codes from two years ago?

On one occasion Clinton’s entourage left the guy who carries tha “nuclear football” behind and he was forced to walk back to the white house. He later wrote a book on the affair. Can’t remember his name.

The day they discovered that Slick lost his “biscuit” I think they would have gotten him a new “biscuit” with new codes by end of business that day.

The codes needed to launch a US nuclear strike are supposed to be kept close to the president at all times.
A department within the Defense Department is tasked with overseeing all aspects of the nuclear-launch process, including the codes.
During Bill Clinton’s presidency, officials from that department discovered the codes had gone missing.

The Lewinsky scandal was a huge and panic inducing event for the Clintons and their entourage. It led directly to a three day missile and air attack on Iraq ‘Operation Desert Fox’ just to try to interrupt the news cycle with distraction and hope Christmas , which was the next week, would buy time as DC mostly shuts down during Xmas-New Years two week gap, to get a counter spin up and going. Not surprised WJC considered Monica to be more consequential than some fuddy duddy nuke code. No nuke war was going to happen so screw it, now Monica and her underwear adventures, now that was a real emergency.
