Earlier today, in 84-degree weather, a saw a sketchy-looking man - dressed in heavy, cool-weather clothing and carrying a large backpack - snooping around in a Safeway store. He bypassed the checkout lines and exited through an entry-only gate, triggering an alarm. As far as I could tell, there was no effort to stop him or pursue him.
