The Brokenwood Mysteries made in New Zealand is quite enjoyable.
Well, if we’re talking foreign cop shows:
1) Hidden - in Wales so English & Welsh with subtitles
2) Wisting - Norwegian but some English dialog
3) Trapped - Icelandic but with some English
4) Broadchurch - English
None of the shows have superhero martial arts, no 90 pound girls beating up 250lb men.

My aunt binge watches some French detective shows. I think one is called Magellan.
I don’t know if this fits the cop genre, but I remember The Irishman being outstanding.

I liked Endeavour and Inspector Lewis.
I thoroughly enjoyed New Tricks.
“Miss S” on HBOMax. Chinese with English subtitles. A clever show about a brash woman that creates her own detective agency in late 30s Shanghai. It’s well written and funny. She keeps crossing paths with the handsome inspector. The costumes are fabulous.
Was binging the German show “Tatort” a while back.
Interesting variation on a series: the German version of public television has a branch in each state. The production would rotate through the states, meaning there’d be a different detective, scenery, mood, etc. for each.
A run through the small selection of rabbit ear channels on my TV reveals a fascination with crime shows, whether true or not. Might say something about media and society in general.
NYPD BLUE.
Andy Sipowitz.
Mic drop.
I enjoyed Foyle's War.
Sadly both on Netflix…
Capitani…. Two seasons. Follows police inspector Luc Capitani set in Luxembourg and originally in Luxembourgish, but available dubbed in English.
Unit 42… Belgium cyber crime unit. In French, but available dubbed into English
