They are getting updated lists of voters from the counties.
The primary method of fraud is this:
They obtained lists of voters who had not voted in the prior two or three elections, then they filled out ballots and submitted them for those voters.
Thus they appear to be perfectly legit votes, as they come from registered voters, but if one were to canvas the voters they would find many thousands who say they didn’t vote, but for whom a ballot was received and counted.
The way to uncover this is to obtain inactive voter lists from several elections back, and for each election since then, and compare them. One will be able to identify voters who suddenly became active after being inactive for a period. After two or three elections of voting fraudulently for these people, the fraud sort of disappears as they now appear to be diligent citizens exercising their vote, but they are entrenched fraudulent ballots, instead.
