I don't see the value in telegraphing a “grilling”, Wray already knows that's coming. This is probably electioneering by Grassley, and will make him look weak if it comes to nothing. Better to probe carefully at first, then go for the jugular if it presents itself.

No he's not doing anything. He's granstanding, and telegraphing exactly what his line of questioning is going to be before time, so the fibbies can be prepared for it.
