Maybe they got the idea from watching “The Day of the Jackal.” If I remember correctly (it has been a very long time since I saw the movie), a man goes into a cemetery, finds a grave of a child who died as an infant, then requests that child’s birth certificate.

I started watching it yesterday on Hulu. Frankly, given today’s FBI, I’m kinda rooting for the protagonists..... :0)
The series thus far shows the FBI as the corrupt, lying criminals they really are.....

So, I binged-purchased all 6 years since I like rewatching it every few years...
