Maybe both. Unless they tell us how many amplification cycles were used if Biden had a PCR test, we will never know if he actually has Covid or not. They can just ramp up the number of amplifications so high that it shows something that can be called Covid whenever Biden needs a five day rest.

This is true about all the PCR tests that have been done all along the way. It is criminal that our government has not been truthful about statistics related to Covid.
