HEADQUARTERS ARMY OF THE POTOMAC, Tuesday, July 29.

Dr. WILLIAMS, who has been a prisoner at Salisbury, N.C., for several months, and who arrived here on Saturday, having been unconditionally released, states that for ten days after the battles in front of Richmond, one thousand rebel troops passed through that town, daily on their way to Richmond, and more were on their way. The Doctor's window overlooked the railroad and depot, giving him a good opportunity of ascertaining what was going on there. Take troops came from James Island and Eastern Georgia. Among other facts the Doctor ascertained was that 11,000 troops were at Charlottesville, waiting transportation to Richmond; that 30,000 conscripts had been raised in each of the States of Tennessee and Georgia since the 9th of July, and a proportionate number in the other extreme Southern States. He heard the Adjutant of Col. GODDWIN, who commands the post of Salisbury and who had just come from Richmond, state that the Adjutants of Gen. HILL told him that the rebels had 173,000 troops engaged in the battle of seven days. He was accompanied by Dr. STONE who was taken prisoner at Bull Run, and who corroborates the statement so far as relates to the movements of troops. On their way to Richmond they passed large trains of empty cars on their way South. If their statements are true, and there is every reason to believe they are, it shows the rebels are staking their all in this State by concentrating within its borders an overwhelming force.

Gen. MCCLELLAN spent the entire day yesterday in visiting the different hospitals, speaking words of encouragement to the sick and wounded, and seeing that their wants were properly attended to.
