OUR SPECIAL WASHINGTON DISPATCHES.
RETURN OF THE GENERAL-IN-CHIEF
WASHINGTON, Sunday, July 27.
Gens. HALLECK and BURNSIDE returned here from Fortress Monroe at 11 o'clock this morning. The former immediately after his arrival called upon the President and Secretary of War. Nothing is or will be known for several days of the intention and purposes of the new General-in-Chief. This much is understood -- we are to have at once some demonstrations of an active and vigorous war policy. Gen. POPE bad a lengthy interview with Gen. HALECK this evening . He leaves to-morrow for Warrenton.
