The steamship Roanoke arrived at this port last night, from New-Orleans on the 12th inst., to which date she brings our files of New-Orleans papers We give interesting extracts below.

We are indebted to Purser REQUA, of the Roanoke, for the prompt delivery of our news packages.

NEW ORDERS AND REGULATIONS.

How GAMBLERS AND "UNCOMMON" WOMEN ARE DISPOSED OF.

HEADQUARTERS DEPARTMENT OF THE GULF,
NEW-ORLEANS, July 10, 1862.

SPECIAL ORDER NO. 179. -- JOHN H. LARUE, being by his own confession a vagrant, a person without visible means of support, and one who gets his living by playing cards, is committed to the Parish Prison till further orders. ANNA LARUE, his wife, having been found in the public streets wearing a Confederate flag upon her person, in order to incite to riot, which act has already resulted in a breach of the peace, and danger to life of a soldier of the United States, is sent to Ship Island till further orders. She is to be kept separate and apart from the other women confined there. By order of Major-Gen. BUTLER.

RECRUITING FOR THE NATIONAL ARMY.

HEADQUARTERS DEPARTMENT OF THE GULF, NEW-ORLEANS, July 8, 1862.

SPECIAL ORDER, No. 173. -- Authority has been received from the War Department to recruit and organize several regiments of volunteers for the United States Army, in the State of Louisiana.

Lieut. WHITZEL, Corps of Engineers and Assistant Military Commandant, is charged with the superintendence of the recruiting, equipments, clothing, organization and drill of this force, and to this end he has authority to make such details and arrangements as he may think proper.

By order of Major-Gen. BUTLER,

R.S. DAVIS, Captain and A.A.A.G.
