WASHINGTON, Thursday, July 17.

The scenes attending the adjournment of Congress were not of unusual interest. Much of the last hour of the session in the House was spent in fighting off Mr. WICKLIFFE's resolution requiring a register of all the slaves that may come into the lines of our army. The venerable Kentuckian was not pleased with the rejection of his proposition. One of the last acts of the Clerk was the reading of the President's intended veto of the Confiscation bill, a paper not altogether satisfactory to the Republicans, as was shown by the refusal to print extra copies. Most of the members left this afternoon, and the few who remain will be off in a day or two.

The President and members of the Cabinet occupied the Vice-President's room at the Capitol, while attending to the public business.

Among the last acts signed by the President was the one authorizing the issue of postage and other Government stamps as currency, and prohibiting banks and other corporations from issuing notes below the denomination of one dollar for circulation.

The following House bills, of a public character, were approved by the President on Wednesday and Thursday:

To amend the Judicial system.

Authorizing the Secretary of the Navy to accept the title to League Island, Delaware River.

Concerning Courts in Michigan.

Concerning Courts in Maine.

To amend the Pacific Railroad act.

Supplementary to the act for the emancipation in District of Columbia.

Authorizing Minnesota to change lines of branch railroads.

For presentation of medals of honor to soldiers who distinguish themselves.

To suspend payments to officers and men in Missouri.

Tendering thanks of Congress to Capt. FOOTE.

Granting pensions to officers on Western gunboats.

Establishing and equalizing the grades of naval line of officers.
