There's no way to fix this. Someone screwed up. Execute a massive salvage operation to recover every last piece of material that could possibly be reused, knock it down, and try again.

The $100 million retrofit project was supposed to keep the building from sinking and tilting more and stabilize property values.

Stabilize the property itself, and the values will take care of themselves.
