Short version: Dude took off from an attempted traffic stop and fired a shot out of his window. After a brief pursuit, he pulled over and bailed out of his car with several cops in foot pursuit and the gun left in the car, and refused instructions to stop and get on the ground. After a very brief foot chase, he turned around to face the cops and possibly made a motion with his right arm. At that point all eight cops that were chasing him magdumped him. 90 shots fired, 60 hit.

The human brain is organized in a certain way. Primitive responses to deadly threats are handled quickly at a close-in level and higher-level thinking takes longer to kick in.
If I see a serpentine shape on the ground I will react, maybe a second before I realize it is a mere black racer snake, or oddly shaped stick.
