Yep. It’s kinda like the Nobel Peace Prize. Get it for, well, it doesn’t matter just as long as the recipient is politically correct.
Personally, I think Biden should also award a Medal of Freedom to the Road Runner. The poor thing was always being harassed by Wile E. Coyote And Wile E. Coyote is a known Trump supporter.
