The solution to this sort of protest is to leave them glued to whatever surface they’ve chosen. In this case, remove the painting from the frame and leave the protestors stuck. If they try to leave with the frame, arrest them for theft. If they destroy the frame to free themselves arrest them for vandalism and destruction of property.
