Actually, this misrepresents the matter.

The law in addition to fish and other vertebrates, includes invertebrates.

Bees, Apis melifora, are invertebrates and thus subject to the law.

This article is the result of journalistic and thus subsequent reader ignorance

Nope. Read the opinion.

"The issue presented here is whether the humble bee, a terrestrial invertebrate, falls within the definition of fish, as that term is used in the definitions of endangered species ... threatened species ... and candidate species" in the California Endangered Species Act.

You can never assume that a California court is less stupid than it appears.

Yes. The stupidity came when California legislators defined “fish” as being just about any living thing on earth.
