Their expertise is hilarious excuses for why they do not do things on time and on budget.

Oh goodie, then maybe they will release all the images from the Apollo and STS programs to say nothing of all the radio transmissions and the true images from all the planets an moons they visited.
Even if you believe the moon landing was faked (which is what I think you are saying), does that mean that there are NO astronauts who have gone into space and have seen anomalous things they were “gagged” about?
My point is that astronauts are sworn to secrecy and can only say what they are allowed to say—they are a part of the Deep State.
Therefore they are useless as a source of public information.
Never ask questions of people who have lying as part of their job description.

They are either military technology, unrecognized natural phenomena or just spurious reports. It seems impossibly unlikely that any alien artifact has ever been near earth.

Couldn’t possibly be from a prior Earth civilization(s) for the same reason that they could not be from some distant star/galaxy/dimension: the science is settled and all history is known - just some minor details to fill in, is all.

I agree but Occam’s Razor has served me well. I’m certain there are still some (lots?) natural phenomena poorly understood or not yet recognized.
Planet Earth to the next nearest star is like a pebble on Cape Cod to a pebble on Miami Beach, conceivable but barely.
Well, I depend upon Occams Razor to sort out stuff I’m not sure about. I accept as very likely that there are lots of natural phenomena we don’t fully understand and some we don’t even recognize.
Interstellar travel seems unlikely to me based on two questions; how and why? It seems inordinately difficult and fairly pointless. Sure I’d love to see the next nearest civilization comparable to ours but is it worth an effort comparable to a thousand Manhattan Projects? Maybe not. That next nearest civilization may have made a similar decision.
BTW, I have little doubt that the Galaxy and all galaxies have lots of intelligent cultures ranging from something like hunter/gatherers to well more advanced than ours but I’m also comfortable never knowing for certain.
Not saying that pertains to you, but, for me, something appears to be going on here and I want to know what it is. If it's a natural phenomenon or Russia/China or our own black projects, no prob.
That said, the military has already said that this "thing" is behaving in ways that defy our physic, so it most likely isn't a human-developed military vehicle. BTW, the same "craft" have been described for at least the last 60 years, so they aren't a recent development.
And as to specious reports, that has been rejected after examination of the various reports made my multiple state-of-the-art sensors.
That leaves natural phenomenon and "other."
