FORTRESS MONROE, Sunday, April 27.

Hon, E.M. Stanton, Secretary of War:

A fugitive black, just arrived from Portsmouth, brings the Petersburgh Express of yesterday, which contains the following dispatch:

NORFOLK, Friday, April 25.

The enemy passed Fort Jackson at 4 o'clock yesterday morning.

When the news reached New-Orleans, the excitement was boundless.

Martial law was put in full force, and business was completely suspended.

All the cotton and steamboats, excepting such as were necessary to transport coin, ammunition, &c., were destroyed.

At 1 o'clock to-day the operator bade us good by, saying that the enemy had appeared before the city.

This is the last we know regarding the fall. Will send particulars as soon as they can be had.

The negro bringing the above, reports that the rebels have two iron-clad steamers nearly completed, and that it is believed that the Merrimac will be out to-morrow. JOHN E. WOOL.

DISPATCH FROM GEN. McDOWELL.

Hon. E.M. Stanton, Secretary of War:

I have just returned from the camp opposite Fredericksburgh. I was told the Richmond Examiner of the 26th had been received in town, announcing as follows:

"New-Orleans taken." "Great destruction of property, cotton and steamboats." "Steamboats enough saved to take away the ammunition."

"Great consternation of the inhabitants."

THE CAPTURE OF NEW-ORLEANS.

The news of the capture of New-Orleans which we received from the South at a late hour last night, clears up gloriously the mystery which for some time has Lung around the movements of our navy and army upon the Lower Mississippi. We had already had intelligence that our bombketches had opened fire upon Fort Jackson 60 miles below the city, and yesterday morning we published news derived from the rebels that one of our gunboats had run past that work.
