According to Russia’s Ministry of Emergency Situations, in the event of a nuclear attack on Moscow, there is space in underground facilities for all of the population. While this is a very bold claim, Moscow is famous for the massive amount of bunkers it has available for Civil Defense (гражданской обороны) and the military.

Back in the 60s-70s I was heavily involved in training groups in radiological defense (sic) procedures. At my own training sessions, we spent a great deal of time with the Gladstone Text plotting fallout patterns beyond direct impact zones. I even trained CAP members on the use of airborne radiological detection units we had available. Late in the evening after consuming adult beverages we trainers would unanimously ascribe to the maxim that "Survivors would envy the dead!"
On a more personal note, as we gathered at EOCs during the annual drills..., we would muse how many would actually assemble leaving behind their relatives when the balloon went up! Damn few we concluded!
I would hope to be alive or have technology to see how bad we spanked them.
You don’t just cities with ground bursts. The USA doesn’t have the 5,10,15 megaton city buster anymore. The largest yield weapon in a missle we field is on the D5 trident its 475kt that small you airburst to make maximum use of the mach stem shockwave effect and to spread the heat flash as far and wide as possible. The USA retired our last lay down city buster the Gr8 with a 1.4MT yield they are all off line now. Even if you ground burst D5 warheads a hideously wasteful use of first strike silo busters on Moscow their subways are hundreds of feet deep and have multiton blast doors on the portals and tunnels. Go to Google type in Moscow subway blast doors then look at the NORAD looking massive blast doors that cover the exits those will take 200+ psi you would have to aim for one of those portals directly land your 200kt warhead within 500 feet of it for a 200+ psi blast. No Moscow is probably the only city on earth other than St. Petersburg that could take a direct hit by dozens of warheads and its people would come up a.month later and start rebuilding. They don’t even hide the doors you.can walk up.to.them in St Petersburg subways if you like. Air bursts don’t couple to the ground and induce seismic waves the impedance difference of the mass of air vs rock presents that you have to surface burst. Then you give up the shockwave and heat flash damages for a coupled in earth seismic waves in short surface bursts are only used to bust silos or leadership bunkers with a direct hit. There is a reason nearly every American warhead carries a altitude burst fuse and our new D5 have a radar enhanced air burst fuse to make them better at the air burst effects. Informative post. And I suspect Putin sees the American population as a bunch of social misfits, with men claiming to be women, and woman men, etc. If he is as crazy as we are being told to believe he is, then in his mind he may be doing civilization a favor if he irradiates us.

Russia was better prepared than the US for nuclear was in 1982.
But based on all of their current weaponry on display in Ukraine, I imagine half of their nukes are not serviceable. Another half of them won’t launch. And will will eliminate most of what is left over.
I imagine ours are in a tad bit better shape. Our generals don’t steal until they leave the military.
We could probably survive their launch. We would take a couple of hits and Europe would be hurting. But, Russia would need all of their bunkers.
Perhaps the Orcs that come out of the bunkers will be a bit less irritated..and willing to play nice with the rest of the world.
I was wondering why the “doomsday clock” people have been silent. Russia started a war. Russia has the capability of using nuclear weapons. putin is unstable and just might use them. But the “doomsday clock” moves ahead ONLY when Trump speaks.
Because life will go on.
If all that infrastructure was as ready as their military ground assault assets were, the average Russian is f*cked.
There are twelve million people in Moscow. How long would it take to fill those shelters. Less than the thirty minutes they’re going to have after launch?

China is the other factor; they do not care if their average citizens die. I think the Russian leadership does not care too. Both countries are insane.
I mean that they have *always* thought about civilian defense, to a degree that we never have. Even before the nuclear arms race, they had vivid experience with aerial bombardment.
Not just the subways but lots of their infrastructure was designed with bombardment in mind, starting with everything rebuilt after ww2. They have had the capacity to shelter a huge percentage of their population from fallout before we even started building backyard bomb shelters. A lot of their planning was based on what happened in WW2, even regarding conventional bombing.
Of course Russia is dangerous, it always has been, always will be.
