Foreigners are afforded special treatment in China.
Because the Chinese Government care about their reputation abroad.
A Chinese speaking that way to a government official would be dragged off to jail. But foreigners they will treat with kid gloves.

A Chinese official and a German Ex-pat speaking in English?English is the standard language of multinational corporations. And there are a lot more Chinese that speak English than there are that speak German.
Speaking of speaking - I've heard that if a Swiss person in Zurich talks to a Swiss person in Geneva, the call is likely to be conducted in English.

I STILL would not talk to a government official that way. A little warning to the wise, do NOT do that in Mexico. I did it ONCE and learned a very hard lesson about not ever doing that again. I was fortunate that all I got was a good talking to by the head of the border agency for Mexico as he just happened to be visiting that border station that day.
Unless you have a complete unit with you armed to the teeth and you are about to execute that official, don't do it. Just trying to help.
