Baltimore, MD – Baltimore Mayor Brandon Scott announced plans to launch a 35-person civilian investigative corps to help Baltimore police detectives solve low-level crimes.
Scott announced the $5 million program as part of a $4 billion proposed spending plan for the Baltimore Police Department (BPD), The Baltimore Sun reported.
Baltimore City Budget Director Bob Cenname said the mayor’s proposal called for eliminating 30 vacant sworn police officer positions and replacing them with civilian investigators.
Cenname said the civilians would help detectives and patrol officers in completing investigations by tracking down leads and searching databases, The Baltimore Sun reported.
The mayor and Baltimore Police Commissioner Michael Harrison rolled out the plan to stretch resources, WBAL reported.
“It helps us with speed and it helps us with frequency,” Commissioner Harrison explained. “We can get to cases faster and we can take on more cases at the same time by adding this capacity.”

I lived in a major city for a few years. The police had no time to help us with the "little" crimes because they had to focus on the violent crimes.
Never mind. I missed the part where they’re eliminating police positions.
This is only a good idea if Baltimore is adding to positions with a unit that handles nonviolent crimes and cold cases.

Next get rid of every teacher, principal and then fire any school employees left like janitors, guards and people who prepare the 3 free meals and snacks for each so called student,just replace them with Gang Leaders and their gangs. Then McD can do the free food things for less money.
Then, just do what Oregone did last year. Eliminate any ability/documentation/tests needed to demonstrate reading, writing and math to get a high school diploma.
Don't worry though, there will be a massive move back to law and order and sanity once people get sick and tired of the ludicrous mistakes they're currently making.
I have two friends who were Baltimore cops. Both quit in the last two months. One was a street cop, the other plain clothes.
This is a new slant to defunding the Police.
For some perspective...
Another issue. Will courts feel they can rely on testimony from non-sworn police? Will juries believe their testimony?

With the right investigators, this could work. Of course they'd need to be armed with power to arrest. Even low level criminals can get hostile.

I have had enough experience with “professional, career officers” that I would take the word of half the homeless I see over most cops testimony.
When you overhear them bragging about half truths, it really makes it difficult to trust and respect them.
