WASHINGTON, Sunday, April 13.
SCARCITY OF NEWS.
Washington seldom originates much news on a Sunday, Bull Runs being scarce in this country. We have had no occasion for a Cabinet meeting. To-day, Senators and Representatives have regaled themselves by attending church, visiting Manassas, writing letters, franking documents to their friends and constituents, and discussing military men in general and McCLELLAN in particular.
THE CHURCHES
The recommendation of the President in his recent proclamation was generally observed in the churches to-day.
THE DISTRICT EMANCIPATION BILL.
It so happens that the District Emancipation bill did not reach the President on Saturday, as was supposed, as the Senate adjourned for dinner on Friday before the signatures of the presiding officers of the two Houses were obtained to it. Nevertheless, the President has determined the course he will take upon the matter when it reaches him to-morrow, and will at once sign the bill or return it with his veto. It is a subject of speculation which he will do. There is good authority to-night for asserting that he will sign it, although it differs with his ideas of the modus operandi by which Slavery should be removed from the District.
THE PRESIDENT'S EMANCIPATION POLICY.
The President has approved the joint resolution suggested by him, declaring the United States ought to cooperate with and afford pecuniary aid to any State which may adopt the gradual abolishment of Slavery.
THE NEW DEPARTMENT.
The creation of the new military department of the Rappahannock does not meet the public expectations, and another change is likely to take place. Gen. BANKS seems active in his new department.
NO OFFICIAL DISPATCHES FROM PITTSBURGH LANDING.
Up to 11 o'clock to-night, the Government has not received any official dispatches of the battle of Pittsburgh Landing.
