Its next to California. All that smog blows left to right.
The Salt Lake Valley has a temperature inversion in winter and this builds up some of the worst pollution in the country. Before cars the cooking/heating fires did the same thing.

It’s worse. Combine the inversions with lake effect snow and Northern Utah sucks in the winter. (Unless you like to ski in which case you can get above the smog soup for a while).
