My first suspicion is drug gangs. I will, of course, withhold any opinion or judgement until more facts are in, but if I were a betting person, I'd wager on drug gangs.
BTW, that area is just a couple of blocks from a police station and a few blocks the other way from the state capitol.

I counted 7 as well. Certainly semi automatic, and certainly pistol rounds. No way is that full auto as even a rifle on full auto is faster than that.

A look at Google Street View shows how many homeless people are camped out in the area and how many stores have boarded up windows.

I lived a block from 10th/K (by the Cathedral) only six years ago. The cops would rouse anyone who tried to sleep on a bench or sidewalks/entrances and the homeless camps were kept out of downtown. Although there were occasionally sketchy people wandering about, I never saw gang activity, even late at night, and I never felt in harms way. In fact, during my time there, the only crime I witnessed was idiots cutting roses from the Capitol grounds on Valentines Day.
I enjoyed it, but I would not go back now.
All I can say about it is, “Thank you, Barry.”
Note how the term ‘mass shooting’ is now used whenever more than one person is shot.
Unfortunately, there’s no such things as nice areas in these prog run cities anymore. It truly is a shame that for some reason they like it the way it is now. Nothing else explains it.

Because every city needs a nice gang problem. I am old. I remember when the only time I saw the word gang was about the movie West Side Story. At the time, I think gangs were only in New York and LA. Nowhere else. We should have squelched the problem then by making gang affiliation illegal. Now it is too late. Every small town in the USA now has a gang problem. It is way too late to fix.
The fight is probable unrelated? The shooting was around the corner, and victims appear mostly black. This is a long video, after the shooting. Pretty awful:

If you listen carefully, there are ~7-8 rounds fired, then a burst of automatic fire immediately following. You may need to turn up the volume, but it is pretty clear. Given the number of victims, you know there was more shooting than just the initial 7 rounds.
