Devolution is actual Command Control of the US military.
Which is the ONLY way.
Now, describe 3 scenarios when Military Command Control would be invoked (devolution as standing orders).

Biowarfare attack ostensibly by the CCP.
The problem is that we not only have two presidents, but we have two militaries.
The Perfumed Princes of the Pentagon are members in good standing of the Deep State and support Biden. They will do nothing to endanger their retirements, their seats on the boards of directors of defense-related companies, and their lakeside dachas paid for by the defense companies.
Many below them follow Trump, but the military has its own way of enforcing orders. We've never had a mutiny in our history since adoption of the Constitution.
If Trump publicly laid out the evidence, the Mainstream Media would go all out to prevent a change of government to the point of fomenting civil war. The Perfumed Prices would be right in the vanguard of this effort. Trump and his military would have to shut down the MSM and even the Internet. This would be totally outside the Constitution and would reek of a banana republic coup. Many supporters of the Constitution would feel required to join the Deep State.
If the goal is to mimic England's Glorious Revolution of 1688, rather than the English Civil War of 1649, the dam has to break somewhere, and the truth has to be widely known and accepted. While nervousness within the Deep State about Biden's future is a factor, no one wants to tell the whole truth yet.
