Jeez, you got this stuff hot off the presses from the Russian ministry of propaganda.

In the real world, however, Ukraine is definitely a sovereign state, recognized in fact by Russia, who signed a treaty guaranteeing the sovereignty and territorial integrity of Ukraine, a treaty that Russia has repeatedly violated, but one that it signed nonetheless.

Serbia, Iraq, Libya, and before them Yugoslavia, Czechoslavakia - all sovereign states, now dismembered.

Who gets to decide?
