Well, part of the original treaty signed by the US and Russia which recognized the sovereignty was an agreement not to extend NATO membership to Ukraine. So that was the original reason.

However, since Russia has abrogated that treaty several times now, that is no longer an impediment, and the only real barrier that is left is the agreement of the existing NATO member states.
