WASHINGTON, Thursday, March 27.
It having been positively asserted by the Consul of Great Britain, and also by Consuls of other foreign Governments, that armed troop ships, carrying munitions of war, have been allowed to go in and out of Southern ports and no attempt made to stop them by our naval; officers charged with blockading the Southern Atlantic coast, and particularly at Charleston, Senator HALE, from the Naval Committee, has obtained authority to inquire whether there has been any laxity on the part of naval officers, and that the Committee have power to send for persons and papers.
The Senate Committee on Naval Affairs have before them the House bill, appropriating fifty thousand dollars to authorize the Secretary of the Navy to test the plans and materials for making ships and floating batteries invulnerable.
A smoke on Tuesday, in the direction of Warrenton, indicated the destruction of property, which always attends the enforced retreat of the rebel army. Their disastrous attack on Winchester has provoked a blow from which they are recoiling.
Gen. SUMNER is quite restored from his injuries of last Fall, and inspires his army by his vigorous bearing and movements. A union of his corps with that of Gen. BANKS would make a force equal to any enterprise in any part of Virginia.
Dr. HINMAN, Surgeon of the First Long Island Regiment, Col. ADAMS, was arrested in his bed in Alexandria, night before last, and brought to Washington, by order of the Provost Marshal of Washington. The reason for the arrest has not transpired, and it has taken all the officers of the regiment and friends of the Doctor by surprise. It is thought that there has been some mistake in the person on the part of the authorities.
