Bingo! Civil service is different than the idea of a dynastic elite subset operating as a controlling group within all the government structures.

It's not an uncommon confusion. Many people don't value that knowledge and experience. "Draining the swamp" could mean losing that institutional know-how. Rogan is wrong in going too far, but so do many people on the other side.
