WASHINGTON, Sunday, March 16.

Gen. MCCLELLAN's proclamation to his army is the theme of universal conversation and enthusiastic praise. His popularity with the army is unbounded, and his friends increase by thousands among the people, who admire his patience under persecution and his single-hearted devotion to the Union.

A remarkable reaction in favor of Gen. MCCLELLAN is observable in every quarter, growing partly out of public disgust for the ribald abuse of the Tribune's correspondence, and partly out of the fact that President LINCOLN has "put his foot down" on the intrigues to deprive the army of its chosen chieftain.

This is the first Sunday in three months in which Washington has not been the victim of some stunning canard of military disaster. Everything to-day has been quiet and encouraging.

The docks at Washington begin to be thickly studded with masts of vessels that have reached here with supplies since the blockade was raised -- a vast relief to all who have to buy in Washington.

The rebel flight from New-Madrid gives Gen. POPE complete command of the Mississippi River below Island No. 10, and compels its abandonment. The next rebel defensive position is Randolph, Fort Pillow, sixty miles above Memphis, which cannot resist long. Memphis is expected to capitulate this week, and New-Orleans as soon as the news of the fall of Memphis is received.

Instead of a number of dwellings being burned by some of our soldiers on Thursday evening, in the neighborhood of Centreville, as reported, it now appears that the destruction by them was confined to a portion of rebel barracks. Not one dwelling, it is ascertained, was injured by our troops.
