In 1983 a blue ribbon National Commission on Education headed by Nobel Prize winning nuclear scientist Glenn T. Seaborg published a report called “A Nation at Risk” that concluded “If a foreign government had imposed this system of [schooling] on the United States, we would rightfully consider it an act of war.”
