I still don’t get his joke. He said he’s willing to pay $15 a gallon for gas, because he drives a Tesla. What is the joke? If he doesn’t buy gas at all because he drives a Tesla, how can he say he’s willing to pay more for a product he doesn’t even buy in the first place?
IOW, he’s saying he does not care if gas goes to $100 per gallon.......................

First of all, Colbert is painfully unfunny, so don't try too hard to get his "jokes". But the joke in this instance means that since he drives a Tesla, he does not care how high gas prices soar because he won't be buying any of it. Only non-elite schmucks who can't afford Teslas will be paying those prices.
