WAR DEPARTMENT, WASHINGTON CITY,

Feb. 27, 1862.

Second -- That Maj-Gen. JOHN A. DIX, commanding in Baltimore, and the Hon. EDWARDS PIERREPOINT, of New-York, be and they are hereby appointed Commissioners, for the purpose above mentioned, and they are authorized to examine, hear, and determine the cases aforesaid ex parte, and in a summary manner, at such times and places as in their discretion they may appoint, and make full report to the War Department. By order of the President.

WASHINGTON, Thursday, Feb. 27.

The rain last night was brief, and is succeeded to-day by a clear sky and a high wind that has blown steadily and nearly dried the earth. It is favorable now for warm work in Virginia.

Washington has been agitated to-day by the report that Gen. BANKS had crossed the Potomac and been repulsed with heavy loss by the enemy. I have just been assured at Headquarters that Gen. Banks has met with no reverse whatever!

The Government censorship of the telegraph is limited exclusively to military movements, so as to prevent the enemy from learning from our papers where they are to be assailed by our armies. All other communication is open and free to the public as ever.

If any evidence were wanting of the pacific disposition of the British Government, it might be found in the fact that the navy estimates for the ensuing year, as prepared for submission to Parliament, exhibit a very large reduction from the scale maintained for many years past. It is also understood that the army estimates will show a similar tendency to retrenchment. These premonitions of what was not made public in England at the departure of the last steamer, may be received entirely authentic.
