When a fine is paid, is there a publicly accessible record? To answer your question, would I have to travel to DC and ask that records from 2005 be retrieved from a warehouse?
I feel comfortable assuming that an assessed fine was paid unless there’s some indication to the contrary. When Berger was sentenced, George W. Bush was President and Alberto Gonzales was his Attorney General. I can’t imagine the DoJ not going after a defendant -- any defendant -- who agreed to a plea deal and then violated it. That goes double for a prominent Clinton aide. If it had happened, one of the outraged prosecutors would have blown the whistle.
And, getting back to the subject of this thread, anti-Trump prosecutors wouldn't care about actually collecting a few bucks from him. They'd be happy with a guilty plea or a conviction. The goal is the smear, not the $50,000.
